Overview

Seal of the Office of the Inspector GeneralThe Office of the Inspector General (OIG) of the Texas Juvenile Justice Department was created by the Texas Legislature to investigate crimes committed by the departmental employees, and crimes and delinquent conduct committed at departmental facilities. This investigative authority extends to parole officers, and other facilities operating under contract with the department. The chief inspector is a commissioned peace officer, and is authorized to appoint additional peace officers to fulfill the statutory duties of the office. The chief inspector is appointed by, and reports directly to the board. The inspectors general have all of the power and duties afforded to peace officers under the Texas Code of Criminal Procedure.

Special Prosecution Unit


The Texas Legislature established the Special Prosecution Unit (SPU) Juvenile Division in Senate Bill 653. The SPU assists District and County Attorney offices in prosecuting criminal investigations conducted by the TJJD Office of Inspector General (OIG).

Required for Peace Officers working toward their intermediate proficiency certificate. No cost for this course. Texas Law Enforcement Officers are more likely to encounter a dog in at least one of three houses visited. This course examines the appropriate techniques needed to interact with a canine. Students will define terms utilized in the Texas Penal Code concerning laws pertaining to animals and will be able to discuss the range of punishment for animal cruelty and its defense to prosecution. Students will review the requirements for an owner with a dangerous dog and will also learn to recognize and understand canine behavior and be able to describe the usage of on-scene awareness when approaching a situation involving a canine. Students will be able to identify tools of opportunity in canine encounter situations and learn how to utilize common tools carried by law enforcement in the non-lethal control of canines. Additionally, students will learn the appropriate level of force that must be used: canine action vs. officer action. Students will learn how to care for an injured canine, techniques for surviving an attack and what to do if a K9 handler is injured.

The students will be able to recognize the differences between interviewing and interrogating complainants, witnesses, victims and suspects. During the course, the legal aspects for conducting interviews and interrogations will be discussed, as well as techniques used in conducting an interview and a subsequent interrogation.

Information Technology Security:  IT policies, Best practices to secure IT assets, and CJIS/28 CFR Part 23.

Prison Rape Elimination Act:  The course is intended to provide an overview of the Prison Rape Elimination Act (PREA) as well as describe how 

PREA compliance minimizes sexual abuse in Texas Juvenile Justice Department (TJJD) facilities. The appropriate application of PREA protections to sexual abuse situations is also addressed. 

Ethics:  The course is intended to provide the participant with state statutes and OIG Standard Operating Procedures/General Orders related to ethics. 

Discrimination:  The course is intended to provide the participant with a better understanding of discrimination in the workplace, recognition of discrimination, and effective ways of reporting discrimination.

Phase One:  Units 1 – 6; Instructed by facility lieutenant or any other certified DPS approved instructor. 

This introductory phase provides instruction on Laws, Field Notes and Report Writing, Crime Scene, Patrol Services, Use of Force, and Conflict Resolution/Critical thinking.  This portion is mainly classroom; however, some practical or role-playing will be needed.  Along with the DPS required training, the instructor will place emphasis on civilian contact, x-ray machine procedures, proper searching utilizing metal detectors, and proper perimeter patrols.  This portion is slated for 16 hours.

A lesson plan and visual presentation has been identified as the curriculum for the training.  The instructor will prepare to present the training by studying the provided materials.  Instructors are expected to be well versed on the material to provide effective delivery to the participants.  An exam and key have also been provided for instructor preparation.  A modified exam must be provided to the participant before proceeding to Phase Two.  A comprehensive test will be provided at the end of Phase Three.  Any errors or discrepancies in the material should be reported to Training Coordinator for modification of curriculum.  All training and exam materials must be delivered to Training Coordinator after successful completion of training.

Phase Two: Units 7 – 8; Instructed by Training Group instructor or any other certified DPS approved instructor.

This phase is designed to provide the Security Officer III with the skills needed to address Defensive Tactics, Ground Defense/Escapes, and Handcuffing. This portion of the training contains some classroom but will focus on the demonstration and practical application of the subject at hand. This instruction would prepare the Security Officer III when encountering unruly persons, escapees, and non-lethal situations. This course is slated for 16 hours.

A lesson plan and visual presentation has been identified as the curriculum for the training. The instructor will prepare to present the training by studying the provided materials. Instructors are expected to be well versed on the material to provide effective delivery to the participants.

An exam and exam key have also been provided for instructor preparation. A modified exam must be provided to the participant before proceeding to Phase Two. A comprehensive test will be provided at the end of Phase Three. Any errors or discrepancies in the material should be reported to Training Coordinator for modification of curriculum. All training and exam materials must be delivered to Training Coordinator after successful completion of training.

Phase Three:  Units 9 – 10 and First Aid; Instructed by Training Group instructor or any other certified DPS approved instructor.

The final phase is designed to provide the Security Officer will the skills properly and effective utilize intermediate weapons and firearms.  The intermediate weapons are baton and Oleoresin Capsicum (OC pepper spray).  The firearms portion will provide the participant with the familiarization of all OIG weapon systems (handgun, shotgun, and rifle).  The student will need to demonstrate proficiency with a handgun and shotgun for successful completion of the third phase.  An exam and key have also been provided for instructor preparation.  A modified exam must be provided to the participant before proceeding to Phase Two.  A comprehensive test will be provided at the end of Phase Three.  Any errors or discrepancies in the material should be reported to Training Coordinator for modification of curriculum.  All training and exam materials must be delivered to Training Coordinator after successful completion of training.

This course examines the multiple bills passed by the 86th legislative session and their impact on Texas law enforcement. There were administrative changes, changes in existing statutes, and new laws. Texas’ law enforcement professionals will better serve their communities by increasing their awareness of changes and additions to state statutes as they pursue equality in justice and ensure public safety.

Required for Peace Officers working toward their intermediate proficiency certificate. No cost for this course. This course examines the appropriate techniques need to interact with drivers who are deaf or hard of hearing and identifies practical suggestions for more effectively communicating with drivers who are deaf or hard of hearing. Students will be able to distinguish what situations require an interpreter and learn to identify specialty license plates issued to individuals who are deaf or hard of hearing in the State of Texas. The class will also address the communication impediment program.

Firearms Instructor Course

  • PRE-REQUISITE:
    1. not prohibited by state or federal law or rule from attending training related to firearms or from possessing a firearm;
    2. never had a license or certificate issued by the commission suspended or revoked;
    3. currently hold an Instructor Certificate issued by the commission.
  • Supervisor Approval Required

This course is designed to provide the student with the information required to be certified as a Firearms Instructor. The student will be taught the functions and responsibilities of a firearms instructor and list reasons for liability due to firearms. The class will include instruction in gun handling, weapon maintenance, course of fire development and range development. The student will be required to shoot two courses of fire (pistol/shotgun) on the first day with a minimum of 90% (2 attempts). If the student is unable to achieve 90% then they will not be allowed to participate in the course at this time. A comprehensive examination must be given, it will be supplemented by a skills proficiency demonstration. The student will also be required to conduct a live fire range evaluated on a pass/fail basis.
