In 2015, the 84th Texas Legislature (Regular Session) instructed TJJD to develop and adopt a regionalization plan, in consultation with local juvenile probation departments, for keeping children closer to home in lieu of commitment to the secure facilities operated by the agency. The Regionalization Task Force, made up of representatives from probation associations, provider associations, advocates, and staff was tasked with developing the plan.
Probation Services (Front-End)
On the front end of the juvenile justice system, TJJD supports regional diversion efforts related to regionalization, regional expansion, and post-adjudication placement consultation. Our primary focus is ensuring continuity of care for youth at the local level. We work across all areas of juvenile justice to coordinate efforts among juvenile boards, juvenile probation departments, and the divisions of TJJD.
Reentry Services (Back-End)
On the back end of the justice system, TJJD focuses primarily on maintaining continuity of care following post-adjudication placement or release from TJJD secure facilities. Through partnerships with local probation departments, career/vocational, housing, mental health authorities, contracted aftercare providers, schools, advocacy groups, and nonprofit organizations, we address reentry needs and strengthen support systems for justice-involved youth.
Community Services
Community-based interventions for juvenile justice youth in Texas are programs and strategies designed to rehabilitate young offenders within their communities rather than relying on post-adjudication facilities. These approaches emphasize treatment, family involvement, education, and skill-building, with the goal of reducing recidivism and promoting long-term positive outcomes.
One key example of a community-based intervention in Texas is the Juvenile Justice Alternative Education Program (JJAEP). These programs provide structured educational and behavioral support for youth removed from traditional schools due to disciplinary or legal issues. They combine academic instruction with counseling and supervision, helping youth stay on track educationally while addressing delinquent behavior.
Community-based interventions in Texas also include therapeutic and behavioral programs such as Aggression Replacement Therapy (ART), substance abuse treatment, and specialized programs for serious offenses. These services often involve individualized treatment plans and active participation from families, which helps reinforce positive behavior outside formal program settings.
