TJJD is proud to announce that Anne Garcia Fine will be joining the agency as chief financial officer.
Fine has worked for five years at the Legislative Budget Board (LBB) as a budget analyst. She holds a Master’s of Public Affairs degree from the LBJ School of Public Affairs at the University of Texas, as well as a Master of Education with a focus on special education from Roosevelt University, in Chicago, and a bachelor’s degree from the College of Wooster, in Ohio.
A native of Illinois, she previously taught in both the Chicago and Austin school districts. Her work with children from difficult backgrounds amid strained community resources prompted her to obtain master’s at the LBJ school and move into government work, as she sought a place to engineer solutions.
Fine said her career choices also were influenced by her mother, who worked with mental health and social justice issues in the nonprofit world, and by a high school internship that exposed her to struggle and community building in rural Paraguay. She sees her service at TJJD as honoring the legacy of her mother, whom she lost to cancer in 2008, and as a natural extension of her own career trajectory.
“When Emily approached me with the possibility of working for TJJD it just felt like kismet, like everything came together with my interests and passions. Everything I’ve been working toward it makes sense now with this move,” she said.
In her new role, Fine will be analyzing program needs, reviewing legislative performance measures and helping with legislative reports. She begins June 23.
“We’re thrilled to welcome Anne to the TJJD team,” said Emily Anderson, deputy executive director for finance and operations. “Her passion for our mission and her deep experience collaborating with legislative and agency partners will be a tremendous asset as we continue to move our work forward. Anne’s energy and expertise will help strengthen our momentum both now and into the future.”
While glad to be moving to TJJD, Fine added that her work at the LBB was invaluable.
“LBB has helped shaped what I see myself doing in the future and taught me so many important things about the legislative and budget process at the state level. The last five years have been an amazing experience. The mentors I’ve had here are the reason, I have the ability to move on to TJJD.”
In her spare time, Fine enjoys reading and camping. She regularly volunteers at a farm animal sanctuary near Page.
