Historically Underutilized Businesses (HUB)


Policy

It is our policy to seek economic parity for HUB Owners by establishing a program which ensures involvement by the Texas Comptroller of Public Accounts certified Historically Underutilized Businesses (HUBs) in all phases of the Texas Juvenile Justice Department 's (TJJD) procurement practices. TJJD will provide equal opportunities for HUB's to compete for local spot purchases, construction contracts, provision of professional services, acquisition of temporary services, purchases for equipment, supplies and services required by TJJD. Each ordering division of the TJJD is responsible for participating in the identification of certified HUBs from the Texas Comptroller's Bid List when obtaining bids in order to reach the agency's goals.

TJJD is committed to the highest ethical standards in carrying out all purchasing activities. We are determined to spend money wisely to purchase the best products and services available.

TJJD's purchasing practices are guided by the Texas Comptroller of Public Accounts rules and regulations as described in Texas Government Code, Title 10, Subtitle D, Chapters 2151 through 2176. The TJJD Business Services Division acts as the central agent to increase HUB participation in the procurement process. Responsibility for achieving the program's objectives is delegated to other pertinent Division Directors, Service Areas and Institutions. HUB participation will be increase:

  1. By participating in cooperative multi-agency efforts in vendor education and HUB recruitment;
  2. By increasing the amount of business solicited from certified HUBs.

Goods and Services Purchased

Some goods and services purchased from qualified and responsible vendors include those listed below:

  • Contract placement services for youth.
  • Physician, dental and other medical care.
  • General construction contracts.
  • Computer equipment and supplies.
  • Computer software and programmer services.
  • Maintenance of computer equipment.
  • Furniture (office and institutional types).
  • Office equipment, maintenance and supplies.
  • Recycled products.
  • Temporary personnel services.
  • Law enforcement equipment and accessories.
  • General consumable supplies.
  • Vehicle maintenance services (i.e., oil changes, car washes, preventive maintenance).

HUB Certification

To apply for HUB certification from Texas Comptroller, a business owner must submit a CMBL/HUB Certification Application. The application is available through any state agency, or on the Texas Comptroller web site (https://www.comptroller.texas.gov/purchasing/vendor/hub/).
